What happens if you run out of unit marker chips or country marker chips?

What are some ways to prevent Japan from sweeping in to western us if you move your navy or devote all your ipcs to transports and men for a Europe invasion? Also how should you deal with the German submarines around london(presuming they destroy the British ships there G1). And how would you defend your transports from German fighters/bombers? I want to try KGF but don’t want to leave myself open to unnecessary losses .

Ok just want to make sure I understand this 100%. If a land unit such as a tank or infantry is attacked by an airplane, it can return fire as if it were being attacked by other land units?

In the case of an all airplane attack, with fighter bombers or both, can they continue to attack a territory with no air cover or AA until all the defenders are dead or must they stop. Also can battleships/cruisers only attack land units during amphibious assaults?

Follow up question. If airplanes are the only units in a territory and they are attacked by land units or land/air combo do they stay and fight or do the retreat to an adjacent territory

Ok so I have a couple of questions about airplane rules not mentioned in the 1942-second edition rules. Can airplanes continue to attack with land units after the first battle? Or do they have to land. (Same goes for defense).Also can airplanes hit land units when there are still defending airplanes or do they need to destroy those first. Basically can you use airplane hits on your infantry to save your planes. And then for submarines, can ships hit by surprise strike return fire or are they removed immediately. Thanks
