Having a hard time figuring this out. Russia takes Germany and collects all its income. A captued capitol player cannot collect any income, but is able to still conduct combat, so on it’s next turn, German troops take Russia. What happens to Russia’s income? Can a captured player take out an enemy capitol?

Thank you for clarifying that. We are playing a game where Japan cannot attack any Russian country and America cannot attack any German country, Tried to get US and Japan to attack each other this way, but both are now stuck battling for Africa, lol.
