      That’s not what I was asking. I’m asking if they decide before or after the attacker’s noncombat move

      And that question is answered in the paragraph I refered to.

      Is Russia was allowed to take neutrals on its turn?

      AAE40 Rulebook pg.10>‘Friendly Neutrals’>par 2>"They can be moved into (but not through) as a noncombat move by land units of a power that is at war (see Noncombat Move, pg 21).

      Pg 33 The Soviet Union may not declare war on any European Axis power before turn four….

      I wonder about the”…,in addition to the normal restrictions,…"part. Of what do these ‘normal restrictions’ refer to?

      I leave the clips on for the duration of the game.

      It helps keep the boards together when someone bumps one of the game boards. (esp. since there are 4 game boards to keep in place)

      I didn’t mean to go off on you, I hate when broken claims are made without much proof so early in the game’s release.

      I see your point Blitz, of the setup things that need to be closely looked at.

      Once ABattleMap is out for AAG40(Go Stoney!!!), people will build off others strats.

      Allow time to answer the problem.

      If not, then a setup change (Errata) will do it.

      The attack has privileges open to him that the defender does not have. But the attack may not retreat to all different territories. He must retreat to the same space.

      Things have changed over the years.  It used to be in an amphibious assault, there was no retreat option for any units (including aircraft).  That led to longer boring stack fest games.
      Rules were changed, thankfully.
