Yes but the AA’s I build, can they shoot at strategic bombers that raid?

Hey guys! I’m still relatively new at this game but we had a German player play the “Dark Skies” strategy on me (Russia), I assumed I could buy AAA’s to counter his SBR’s but I guess thats not the case, because they cant fire on raids? Is this true? My group was under the assumption that the one factory built AAA can and that’s it. Any others you build can only fire during combat phases at fighters, bombers. Please let me know what the deal is!
