Enemy subs can be attacked or ignored at will by the acting player.  The only effects that a destroyer has are to suppress subs special abilities and to allow air units to hit them.

‘sub’ stall is not a term we’ll be using in this game.

The only way to force combat or make a fleet stay is to drop a surface vessel.  Most likely a DD.

Speaking of Custer
Didja’ hear the one about:

a wealthy history buff commissions a painting
“i want Custer’s last thoughts on the canvas.  Paint it just like you were there, reading Custer’s mind”

Several weeks later, the painting is brought before the buyer.  He is shocked to see a number of naked native people in various very sexual poses.  In the middle is a large fish with a halo over its’ head.
“what the hell is this?” the history buff asked?
“well, it’s like you asked - you wanted Custer’s last thoughts!  I imagined it was something like:

Were you playing 8 VC game?
If so, LHTR changed it to 9 VC.
So its ok to lose India to stop Germany getting Africa income.
Still an IPC win overall for Allies.

Not if Japan is able to build and fortify an IC there on the second round and be pumping tanks out towards Africa and the Caucus J3.  :-P
