Something to remember about infantry units in 1941, they were able to shoot down aircraft. So with this in mind it is possible to shoot down enemy aircraft. I don’t agree with them being able to shoot down bombers, but some realism is lost to “game” play. Of course as players, you all can agree to modify your own rules so long as all agree.

No, strategic bombing raids only target ICs. However, bombers may be used in combat as well, where they attack on a 4 and defend on a 1.

Not really. Some other units have special abilities in addition to combat (bombers doing bombing raids, battleships and cruisers doing shore bombardment, etc.), but only AA guns have a special attack instead of normal combat.

Now can the fighters do bombing raids on the units? And how does that work?

Fighters attack other units in the same way that any other units do, with one exception. Fighters may not attack subs unless a destroyer is also attacking.

Okay thanks now what if some one wants to attack a sub to a aircraft carrier what happens? Does the AC defends?

If the sub hits the carrier, it will not fire back. If the sub misses, the carrier will fire back.
