Yes it can. Only Navy blocks naval movement(or a Strait of course!).
An island is a separate territory, yes.
With the exception of Subs and Transports, which cannot block enemy movement by themselves.

If Japan holds 6 victory cities by the end of the round, (end of ANZACs turn) then Japan wins.
If the Allies hold Japan (the capital) at any point, then the allies win.
I think I read that Allies win if they have control at the end of Japan’s turn, not at any time. Probably this way so Japan has a chance to retake home if they possibly can.
