@Krieghund Thanks! (For completeness, I should have been more clear in that Germany controlled Persia at the beginning of its turn in this example. i.e. there was/is a legal landing zone for the fighter)
Carriers and Fighters

It’s been eons since I even had to think about this but:
If you have 42 IPC, can you purchase a Carrier (18) and 2 Fighters (24) and place them all in a sea zone at the same time?
I know you can’t build carriers and land old fighters on them like you can in Revised and Anniversary. I just don’t remember if the rule also applies to new carriers and NEW fighters?

You can only place new fighters in a territory containing an IC. You can’t place them directly onto carriers, whether new or existing.
