Yes. The only units barred from ending the turn in a newly conquered territory are air units.

the way to get the I.P.C. back is to retreat from a captured capital, let the player re-capture their capital and attack at the next round with all the I.P.C. that was captured

I fail to remenber in wich thread this thing has been discussed but the answer is no.
You have always to palace your units if your IC has the capacity.
I wish I could give you a better answer than “soon”, but that’s all I’ve got. :-(
