@Mr_CrOwLeY_80 US Commanders’ abilities cannot be used for China. Per page 10 of the Anniversary Rulebook, “China and its units are controlled by the U.S. player, but for game purposes it is considered a separate power and its resources cannot be mixed.” On the positive side, that leaves you free to choose Chines Commanders for use with China.

so US could have 1 in pac, and 1 in Atlantic or just one on Pacific…oh wait it has just one… so its perfect.
So if the US had 8 and their strength can be represented by 1 CV can you explain what the 3 CVs for Japan represent in strength? You would think the Japanese would have to have at least 20 CVs in 1941. The 2 CV and 4 fighters are a good representation for the PH attack but is the 3rd CV necessary?

OK the US player should have 1 CV in the atlantic to be fair…but you see a carrier = 4-6 such units, and they really have 3.5 carriers representing ( remember the jeep carrier is a very small carrier)
For Japan: 13 carriers which makes 3 pieces (if using the 4-6 per guideline.) I remind you that a number of these carriers are escort class or seaplane carriers.
