What is the most USELESS unit/territory?

THe situation:

Germany captures Congo from the Brits early in the game.  Then Berlin falls, with Congo still under the German flag.  Can Japan move a land unit into Congo to take control of that territory and claim it for income?

The Congo technically isn’t “liberated” when Japan moves in.  But Germany can’t do jack squat with it, so does it become idle until one of the Allies comes along?  That would seem crazy since the Allies would presumably benefit from leaving one of their territories under foreign control, because Japan could beat them back and earn income where the Germans could not.

LHTR 1.3 rulebook seems unclear on this issue.  Help!

Germany retains control of the Congo.

Japan can only take the Congo if the Allies recapture the Congo, then Japan recaptures from them.

Empty territories just get blitzed into and out of by Russia for free cash.

The idea here is to stack the territories where they have to either attack with significant resoures or yield them permanently.

I’d probably vote for WRus.

As 88 points out the Wrus/Kaz occupation is a game ender.

Wrus commands all of Europe.
While Ukr is nice, it does not necessarily force a retreat for your opponent.
The Allies still could face a giant stack in EE and the Axis have to deal with Allied stack in Wrus and Cauc or possbily Kar.

If the Allies hold WRus they can go from Kar to Cauc with ease, can control Arch as well and still put immense pressure on Ukr, shuffle troops to Mos.

But if the Axis hold Wrus (assuming Japan is playing up to par), that should force the Allies out of Cauc and deadzone Kar and Arch as well, cutting off Moscow.

And us old AD&D players who have more d6 than you can shake a stick at…

It has been 6 years since I last played D&D, and right now, within 30 seconds, I could lay my hands on enough D6 to designate a specific die for every single unit in battle… including each INF having its own die!  100th level fireballs :-P

Go ahead, play test it a few times.  You will quickly see what I mean.

Well, I agree and do understand your point. But it is sad that control of sea is not worth anything when history shows a different story. What if one included a rule for convoy raids! Try my rule for convoy raid in 2-3 games and then tell me if you think the game becomes more interesting. I just want you to try this rule to see what I mean. Navy will be more important, but with the twist of Axis favor!!! Then you will be more open for the discussion of cheaper navy!

Convoy Raids

The U.K, U.S. and Japanese players are susceptible to supply line interdiction. This rule imply that enemy submarines may conduct an economic attack against the supply lines (sea zones) adjacent to any of these nations industrial complex to “sink” IPCs. On the U.K, U.S. and Japanese players collect income phase, the player must subtract 2 IPCs to the bank for each enemy submarine within 1 sea zone of an industrial complex contolled by respective nation. For each enemy submarine within 2 sea zones of an industrial complex, the player must subtract 1 IPC. Any submarine that became submerged during the subjected players turn’s conduct combat phase, does not cause any economic loss. Multiple submarines may affect a single industrial complex, but the maximum combined loss can be no more than the territory’s (containting the industrial complex) income value. An individual submarine may only affect one industrial complex during each turn, but can affect multiple industrial complexes each round (i.e. one industrial complex per player).

i agree totally, so did his partner.  we both thought that after brazil he should have turned south and gobbled some african cash and then kept going through the indian ocean and back to the pacific.  it would still have been far too out position to save his other fleet and with his land unit requirements he couldn’t build his minor fleet up to a level that would make the usa blink.  once the trannies going into asia were gone, so was the game.

Without reinforcement, WEU falls to the Allies on Turn 2, and barring a re-direction of those massed ARM that HAD been going to Moscow being turned around and heading for Paris instead, the Allis will KEEP WEU for the remainder of the game.

Actually, this was teh thread that started teh whole thing that led to LHTR 1.3.  It was about using friendly ships that were already in an enemy occupied sea zone as fodder for your attack on those enemy ships.

Under the new LHTR that came out of this, the Allies can NOT use those US ships that are already in SZ59 as fodder for a UK attack on the Japan ships in SZ59.
