@The_Good_Captain The rule applies in all sea battles where there are sea units allied to the attacker present, regardless of the type(s) of defending German sea units. The rule mentions only German subs because the author failed to take into account the possibility that the situation could also exist with German surface units if they were mobilized in a hostile sea zone. This oversight was corrected in the Axis & Allies Pacific Rulebook.

and another question from a totally diferent subject… whats the best way to atk germany while rusia y defending and england + usa only sending more defense to rusia when i atk? and wich one is the weak spot?

For the first question, you have to wait until the next turn to be able place units in the new acquired IC.
For the second, it depends where most of the German armies are located. The allies could land in Norway, since it is hard for the Germans to reenforce that area. You could move them south and hit the European underbelly through the mediterrenean. Those are my thoughts on these matter.
