I have tried this and it has worked. Bought all fighters turn one. Then all bombers turn two by turn three england landed in France and the US had like 6 fighters, 2 bombers, 2inf a tank and art in france after england had secured it the previous round. US took italy next turn and game ended shortly after. It was a few years ago so i cant recall anymore specifics. The key is pooling all available aircraft and witholding from Op. Torch. Also England needs naval dominance which sometimes doesnt happen with a G1 carrier build

Aircrafts withdraw from battle remaining in the territories where the battle is fought, in this case Norway.
In the non combat move they have to land in the same way you do if you had won the battle. So they may come back to England, land on AC or in any other legal space they can reach.

Yes, that is the way it works.

You can land Fighters or Bombers in any territory your alliance held at the start of your move.

Air units can retreat from any combat, but must do so all at the same time.

If the land units retreat, then ALL remaining units must retreat.
Land units all have to go to the SAME TERRITORY, which must be a territory that at least 1 of the land units that fought in the battle came from.
Air units can land in any friendly territory in range (friendly as of the start of the current national turn).

Once air units engage in battle, they can hit and be hit by any unit in the territory.

The only exception of course is that SUBs cannot fire on FIGs or BOMs at all.
