To further clarify, Germany may move out of the sea zone in combat movement even if its ships end up in a friendly sea zone. Moving to avoid combat in this situation is considered a valid combat move.

Anyways, Russian infantry backed by UK fighters will be pretty expensive for Japan to take out.
In the case of Buryatia in Turn 1 I think the UK Fig backing up the 6 Russian infantry is a great strategy.
I do it often and it also forces Japan to protect it’s Trns in Sz 60 & 61
