Question about FOE

You might want to consider adding this issue to the Revised FAQ/Errata (just using the wording on the AA50 manual would do it). This issue turns up every once in a while on forums.

The FAQ was recently amended on Larry Harris’ site to remove all ambiguity on this point.  It now reads as follows:

Q.  If I liberate a friendly power’s territory, what happens to the antiaircraft guns and industrial complexes there?
A.  They are returned to the control of the original controller of the territory.

Short Version:

If all 4 units to be moved are still in EUS at the start of the US move, then the Algeria amphib can be done using only 1 TRN and the 2 units it can carry, the other INF and the AA would have to be moved in NCM (assuming the US won the amphib)

If a transport LOADS during Combat movement, it must OFFLOAD in Combat Movement also (i.e. amphib assault).

The above posters are correct, the AA cannot be moved in the same turn it is captured.

Another “rule rationalization” reason for it:
No land units are permitted to retreat from a combat zone after the battle is over.

You can also drive tanks that were not engaged through the territory to a friendly territory on the other side.  Good way to open up reinforcement routes in Europe.

Under LHTR, in the description of AA guns, it does include a specific exception to AA guns ONLY moving in NCM when being carried on TRNs.

It is not 100% conclusive.  But it is more than enough to make me think that the AA gun does indeed offload in COMBAT movement (but of course cannot “attack” so it is ignored as a unit for the attacker).  If the Attacker wins the combat, they finish setting up the AA gun in NCM, and it protects the newly captured territory.  If the attacker is thrown back into the sea, the defender gains the AA gun.

At least, that is how I read it…
