You need to add up the total Unit IPC value for each side (land and naval, not including ICs). If it’s a tie at the end of the Russian turn (or if the Axis is ahead), then the Axis is very likely to win the game.  You can do this automatically if you are using a program like aBattleMap.

Now that you can target tech rolls IT would distort the game. Too much would rely on whether Germany or Russia got IT first.

Well, if they had left it in and not altered Hvy Bombers except to limit then to best of 3 dice on SBR runs, it would have evened out.

I think the reference was to the tech that allowed you to save 1 IPC per unit.

Spend 20 IPC on tech, get a slightly better than 50% chance.

Now you need to buy 20 units to make that back.  20 infantry now cost you 40 IPC.

Both land and naval units that engage in combat remain in the area of combat and cannot be moved in the non-combat phase.  Retreated units have to stay in the territory/sea zone they were retreated to.  The only units that can move after Combat (and in fact HAVE to move in almost all cases) are aircraft.

If you need a basis in reality for this rule, consider those forces to be being re-supplied, repared, reinforced, replacing casualties, etc. as well as securing the area, reparing damaged infrastructure (bridges, airfields, etc) during the non-combat phase.  For retreated units, consider them to be regrouping, replacing lost equipment, etc.

After you attack a territory with an air unit and you kill all of their units, must the air unit that you used, land back to any friendly territory within one space or does it go back to any territory within its movement range?

They can move to land in any friendly territory within the limit of their movement

If air units can not capture land territories, what’s the point of leaving men in territories like Yakut SSR?  Wouldn’t the game just be about stationing all men at the borders?

You can try to do this, and many folks do.  The risk is, once a break-through has been made in your front lines, you might not have any reserves to seal the breach.  Also, no nation (except Russia) has an IC on the frontier, thus all builds have to work their way to the front from an IC.

Because in WWII when bombers attack, the fighters deffending the territories and industrial complex……

So I think when the Attacker use Bomber Raid sent Bombers and Fighters, and defender could be use the defender fighters before the dice roller to the Industrial Complex

I agree, however its not that easy to catch the Japan navy if they play smart. I f the US navy at Pearl Harbour is destroyed at J1 it will take several turn before US can destroy the Japan navy if it stays together. And if US want to land in France it will even harder for the US navy get the upper hand on Japan. But it is possible, ive seen it happen.
