You’re right that this rule is ambigious in this rule book. But to me the intention of the game makers is very clear. That shows not from this rule book, but from all rule books after this version. For example in the rule book from 1943 2nd, They state specifically that all strategic bombing raids take place first. This resolves any argument about who pays the IPC’s to the bank, the attacker or the defender! Since they solved this in the next rule book, i think it is quite obvious what they intended and tried to correct.
Kamikaze National Advantage question?

Not sure if I’m at the right forum but for the 2004 revised version I’m curious about the Kamikaze National Advantage.
Specifically, if Japan can use both fighters and bombers, if it can attack any kind of ship (I assume not subs) and if the target is blown up right away or needs a successful roll.
I assume it needs a roll b/c why wouldn’t you just save up fighters to take out battleships and carriers but I’d appreciate the actual rules.

You need to roll. Kamikazes can hit submarines, as stated in the official FAQ (https://www.axisandallies.org/forums/post/1304402).
Remember it is the defender who chooses casualties, so the Kamikaze attack is an attack against sea units in general (provided there are more than one enemy sea unit in the respective sea zone). -
