1940 second edition global rules clarification


  • Hey guys, I have another rule I was hoping you could clarify. I’m playing the 1940 second edition global version. It’s turn 3, Japan moved their fleet into the waters around Hawaii, sharing the sea square with America’s fleet but not declaring war. At this point, is America allowed to declare war at the collect income phase of turn 3 and also not move their fleet out of the sea square, or does Japan’s fleet being there require that America either not declare war (since it’s past the combat phase and thus America would technically then have units in the same square as an enemy) or move their units out of the sea square in the noncombat phase of turn 3?


  • @yazoinkergrapft Regardless of war/peace/neutrality or round, the rules in the Pacific for placement of US units only restricts them to not be in SZs that are Japanese controlled.

    If USA is not at war with Japan, USA may not move its units into sea zones touching Japanese controlled territories.

    Hawaii is an American territory so there is no restriction on US units there.

    Although not asked, if a US unit is in a SZ that has neutral or allied territory (eg. SZ42 by Java) and Japan does not DOW against the US, but takes Java. Now the US on its turn (should DOW against the Japanese, but for the sake of the argument does not), the US unit is now in a SZ bordering Japanese territory. However, the US unit does NOT need to move – because the rule says the US cannot move into SZs, if it is already there, then there is no conflict. This was brought up elsewhere on the forum and a search should bring up that full discussion.


  • @yazoinkergrapft Yes, the United States is allowed to declare war. If it does, the sea zone immediately becomes hostile, as there are enemy surface warships in it. However, since the United States is not declaring war until the Collect Income phase, during the Combat Move, Conduct Combat, and Noncombat Move phases the sea zone is still friendly, so the United States can still occupy it freely. On Japan’s next turn, its units in the sea zone will be starting the turn in an enemy-occupied sea zone, so the normal rules for that situation apply (those units must either move away in combat movement or attack).
