This is very strange. Were you forced to role a tech dice with Russia? It didn’t happen to me in round one and with Germany round 2, but now, I was forced to role a dice no matter what I clicked.
Did you actually want to role the dice with Russia (and the US) - was it your choice?
In case you do not want to roll the dice but are forced to, just send a message before the dice are rolled (and the email is sent) to indicate “no tech dice”, and you can afterwards edit the 5 IPC back and delete the tech.
