putting that harbor in borneo seemed very clever to me at first, but on further thought i realized it has quite a downside due to this rule:

so capital ships can’t be produced out of FIC with that placement, and thus there’s a longer term tradeoff. i guess it’s worth making that tradeoff if you have very specific plans to leverage that placement.
