My understanding is that you cannot land air units in neutrals the same turn you occupy them, so the aircraft in Syria need to land on Crete

An Axis player may capture Vichy French territory and commandeer its forces by moving a land unit into the territory during the non-combat phase of his turn. Fly-over restrictions applicable to other Neutral territories do not apply to Vichy French territory.

This means I can’t land air units in Southern France, or any Vichy territory for that matter, the same game turn I occupy it.
