Yes, it does not matter which territory the troops on the transport are invading. The amphibious assault is in the sea zone adjacent to a territory with an airbase, which is all that is required.

Situation: US ar at Gibraltar and Morraco they go in sz 95 (i think) to do an amphibius attack on Rome. They have aircraft carriers loaded, destroyers, subs battleships and cruiser. Rome scrambles 3 fithers. Wath’s the sequence of play? And at the end do the cruisers and battleship get to shoot on ground units?

If I understand your question correctly, the scramble creates a naval battle that is fought before the amphib attack.
If the naval battle succeeds, then the amphib attack takes place. The naval battle cancels any bombard for the amphib attack.
but any planes attacking Rome still attack. Which sucks for them.
