Unfortunately, yes. Posting the same image + Text from last time for context:

The Rulebook said in DoManMacgee (E) Vs. King of Tanks (CP) - 1914 - Test Game for CP -> India push:
“The revolution will occur at the end [of] any Russian turn starting in round four if Russia is losing the war. Russia will be considered to be losing the war if all of the following conditions are met:
• Three or more territories adjacent to Moscow are controlled by the Central Powers.
• At least one other original Russian territory is controlled by the Central Powers or contested.
• Moscow is controlled by Russia or contested.”
The RR doesn’t fire until the end of Russia’s turn. Before that happens the massive Russian stack in Bulgaria will kill Constantinople and with your current piece distribution Russia will probably be able to retake Tartarstan and either Livonia or Belarus (depending how Austria distributes its pieces) and stave off dying for at least one additional turn.
Misc. Note: I just noticed the rulebook has a typo. It says “At the end any Russian turn” and not “At the end of and Russian turn.”
