@BombsAway Hi Bombs, I’m afraid that Japan can’t onload the transports in the hostile seazones 36 and 37 (due to the UK/ANZAC destroyer. :-/) (I’m 99% sure…)

Correct. Japan can only load units in friendly sea zones, so if the sea zones in question are hostile, Japan must load them elsewhere.
(Sea Units Starting in Enemy-Occupied Sea Zones - rules, page 13, Pacific1940.2-rulebook.)

I believe they can. There is an exception to the rule under the “Declaring War” section on page 12. Let me know.
That exception reads:
“During your Combat Move
phase in which you entered into a state of war,
your transports that are already in sea zones that
have just become hostile may be loaded in those
sea zones (but not in other hostile sea zones). In
effect, transports may be loaded in their initial
sea zones for amphibious assaults before war is
declared, while the sea zone is still friendly.”
So, now I don’t know your exact game situation.
The exception is valid for your game in case Japan itself declared war on UK/ANZAC on exactly this Japanese turn.
The exception would not be valid in case war had been declared on Japan before the Japanese turn begins.
Now you both will know which game status applies.
