The Chinese have strange rules but the exceptions they get makes them exceptional. The ability to raise new units in a newly captured territory is overwhelmingly powerful. Even though they can only raise INF and ART, the ability to have one main stack and move it anywhere while building, instead of having to defend a particular territory, would be gamebreaking if China wasn’t restricted to Chinese territories and Burma and given a fairly low number of starting units.
Is an Infantry a Land Unit?

@barnee sorry, another learner question: when mobilizing/placement/Deployment of purchased units, the rules say that land units can only be placed near industrial complexes. Does this include infantry?

hmm … where did you see the above ? This is how they roll

so all land and air can be placed in the Industrial Complex with ships being placed in a Sea Zone next to the complex.
10 for Major and 3 for Minor placement
Unless you play @The-Captain s mod which allows you to upgrade to 12 and 4 :)

yep Infantry a land unit. Can only be placed where there’s a complex.
Can’t place them directly on a Transport either. Has to be in the Territory where the complex is -
