Generally speaking powers defend together. However in G40 there are powers that start off neutral (Russia and USA) or not at war with each other (like Japan and UK/France). You could have a case at sea when you attack a sz with units from multiple powers, and can ignore the units that belong to a power that you aren’t yet at war with.

If Germany attacks the Soviet Union, both powers are war at each other. Since Italy is allied with Germany, Italian units are on Germany territory. Italy is not at war with the Soviet Union. If the Soviet Union attacks a German territory containing Italian units, what happens?

@SuperbattleshipYamato A power may not attack a territory that contains units belonging to a power with which it is not at war. See page 15 of the Europe Rulebook. Of course, the Soviet Union can simply declare war on Italy if it wants to attack.
