I came here to check in our our previous game of I can dig in landmines after I moved them in NCM.
The explanation in the rule book is not clear to me, but I figured it out by reviewing one of your turns were the Russians did move and dig them in on the same turn. -
yea you can move and arm same turn, as long as you control TTy at turn start.
If transported by Engnr you can arm in TTy conquered that turn
