I believe there must be a bug in TripleA, as Russia should not be able to produce a fighter in the current situation. On page 23 of the rule book (Europe) it is stated:
“The number of combat (land, air, or sea) units that can be produced by each industrial complex each turn is limited to 10 for major industrial complexes and 3 for minor ones. (If you are upgrading a minor industrial complex to a major one, you may still only mobilize up to 3 combat units from that industrial complex this turn.) For each damage
marker (plastic gray chip) that is under a given industrial complex, one fewer unit can be mobilized from it.”
With a damage of 19 and 12 IPC at hand, you could theoretically have invested 10 to bring the damage down to 9, and with the remaining 2 IPC you could not buy anything. No matter if you repair or not, a production should not be possible, this round .

“In the event that you purchased more units than you can actually mobilize due to production limitations, you must return the over-produced units to the box (your choice of units), and the cost of the units is reimbursed to you.”
Russia should have 10 more IPC and no pending fighter. If you want, I can edit Russia’s cash from 13 to 23 IPC. But the fighter cannot be mobilized.
