@Screamer Yes, it’s possible. The only way the fighters could get out would be through Persia (if not still neutral), as they can’t fly over a neutral territory.

@Running-Away Per page 22 of the rulebook, units of another power may be transported only if that power is friendly. Per page 12, the US is not considered to be either friend or enemy to any other power while it remains neutral. Therefore, the US cannot transport units belonging to any other power while it is neutral.

From the official FAQ:

"Page 14, Phase 1: Purchase and Repair Units, Step 1: Order Units and Repair Battleships: The
second sentence of the second paragraph should read “During this phase, your damaged battleships can be repaired, but only if they are in sea zones that have a naval base that is controlled by either you or a friendly power.”
