Italians can scramble 2 fighters.

Due to, um, complications with true neutrals I had to do the Saudi Arabia battle on another file. I edited the main game/file to fit with the results of that battle.

you have to edit the neutral territory you want to attack to be controlled by one of your enemy nations. i edited first the persia territory i attacked to be british.

I know, I only realised that after the British attacked Saudi Arabia, which is why I had to redo it. As I said, everything has been edited. I will keep this in mind next time.

I interpreted China as becoming many true neutral territories.
However, China still collects income and places units, something I forgot to do. I’ll get to that.
