Rockets have a firing range of 3 or 4?

You’re right that this rule is ambigious in this rule book. But to me the intention of the game makers is very clear. That shows not from this rule book, but from all rule books after this version. For example in the rule book from 1943 2nd, They state specifically that all strategic bombing raids take place first. This resolves any argument about who pays the IPC’s to the bank, the attacker or the defender! Since they solved this in the next rule book, i think it is quite obvious what they intended and tried to correct.

That depends on how dull the knife is, though.  My husband’s mother has knives so dull I use her spoons to cut my food.  Lord knows the knife is completely useless!

The statement had been made that AA can fire at aircraft flying over them.  Which is true if the AA is on land.  But if that AA gun is at sea on a TRN, then the AF can fly right over it and ignore the TRN, the AA, and anything else below them on the seas.

… this fact is clarified on page 30 of the Operations Manual, in the Transports section.  “Land units on a transport are cargo; they cannot attack or defend while at sea.”

The FAQs neutered German rockets, greatly limiting the number of attacks you can makes, and limiting the economic damage.  Check the website.

It used to be that German rocket research was an excellent and successful strategy; you’d build five or six AA guns and cripple Moscow and London.  No longer.

I myself use the concept of ‘low luck’ very frequently when I think about my attacking and defending strategies.
