No, you must decide whether to move your ships before Adam rolls any dice. Make your decision before Austria goes.

It’d be a shame to lose what’s left of your navy.Battle of the techs: Germans got mobile tech to blitz thru 3 empty African territories; and you got bunker tech that lets empty trenches fight back.
