When I said “within range”, sometimes fighters take off to attack three sea zones away where the carrier can’t reach, where the carrier won’t be in range. In this case the carrier is two sea zones away.
I see you edited your second posting. Anyway I had quoted your original version with my last answer, so I hope that avoids even more confusion.
However I think your question has been answered. As always only units present in the embattled space can attack. So units “not in range” during combat move phase can’t join the attack, while units “in range” can, provided they move to (and reach) the hostile space, then.
I speak of “units” here, as this is a general concept of the game.
