The CP has the central, interior advantage, so can reach every major target by land, without ever building a single transport: Paris, Pied, Rome, Belgrade, Greece, Moscow, StPete, Caucasus, Cairo, and Baluch. While the UK and USA can’t defend most of them without building large numbers of transports and naval ships to defend them; and can’t seriously threaten offensively without building many transports. Which offsets the PU advantage.

Even if CO can’t take Paris or Pied, the Entente is defensive at first, and none is individually strong enough to push the CP back in the west or Italy. G & A each have 100+ PU base and a common, safe border, so they can build 30+ cheap ground units every turn. UK and USA amphib against G coast are just nuisance raids that can’t be sustained. A is even safer in the Med.
