@VictoryFirst just a heads up - tanks only absorb one hit on the attack. They’re one hit units on the defense. I edited the German tank out of Kiel at the start of my turn, before moving.

Well, in this case there is no revolution (at least not yet) for several reasons. First, Moscow must be controlled by Russia or contested.

Second, even if that and the other conditions are met, it is only offered to the Central Powers - it’s not mandatory.
