My setup for Dutch East Indies for my game if your interested in is
Sumatra 2 inf
Borneo 2 inf
Celebes 2 inf
Dutch New Guinea 1 inf
Java 1 inf 1 tank
Cruiser, Destroyer and a sub in Java sea zone with a naval base.

Argo is correct in a way. J
there were a lot of tanks on Java, but most ships were in Java sea zone. When it was attacked Dutch only had 5 ships but allies had some there to.
Not a fan of an IC on Dutch East Indies. Japan just take and use plus collect 11 icps if game has can capture IC and use next turn.

Optional Rule 10.2 is in the non-combat section.

During non-combat, you land the aircraft that took part in combat (10.3) and can move aircraft that did not (10.1), so both options would be available.

This rule is part of the Axis & Allies Global 1940 2E, House Rules Expansion.

As the number of accessible new combat units has increased significantly (see post: “Cost Of All Units”) there is a need for increased production capacity.

The Heavy Industry rule provides all players with a possibility to increase production at their original industrial complexes that exist from
Early 1940 (game start).

I think this confusion stems from confusing Blockaded and Surrounded. One could interpret surrounded as a single ship blocking a naval facility. However blockades are something specific to having 3 or more surface ships in that facility’s sea zone.

While I see no confusion with “A blockaded Naval Facility is considered surrounded,” a more exhaustive sentence could be “A blockaded Naval Facility does not prevent a city not counting as surrounded.”
