I think there is some interesting constellation now in this game :-) Italy is at war with Russia, but Germany is not. And Russia just refused to declare war on Germany.

The rules clearly say “When the Soviet Union Is at War in Europe” - I assume that when the game was developed, the game designers could not imagine that Russia is at war with Italy but not with Germany.

I interpret the rules the same way as you. I will edit 5 IPC less income for Russia and re-post.

@trulpen I think the rulebook is a nightmare. It helps when you can search a PDF. To quickly find something special in the paper book is sherely impossible…
