Due to the fact that whilst most of your rules are historically accurate, their execution I have some problems with. To fix that, I wrote an article on changes to The Captain’s rules:

Do neutral territories regenerate infantry?
Say you attack Turkey, and only take out 6 of their infantry and you get wiped out, would their infantry regenerate back to 8 immediately, or when they remain with 2 until someone finishes them off?

No. Interesting idea, but not covered by the rules.
Rulebook, Pac. 1940.2, page 9:
"If the attack upon the formerly neutral territory is
unsuccessful (the territory is not captured), any remaining
defending units stay in the territory but can’t move. " -
