Unit bids can be wasted, or used to prevent better bids but their existence still represents a potential problem for the Axis. But infrastructure bids can be placed for the purpose of their capture by Axis. I would suggest we either step back a round and you revisit the s France air base or we proceed with it but with no further infrastructure bids.

My point was if you did not occupy South France it was supposed to be pro-axis along with other North African French territories. At least, that’s what I remember. May be these rules changed. Otherwise, the background rules should still be intact. So we should be good.
