That means it is no bug, but sth that one should be aware of, yes? It is stated in the rules not with an *
With * are marked rules which need to be followed by the players, since the engine does not support them.

So all went according to the rules, it was just surprising to us all? So the only way to avoid it is to leave one troop in given capital, yes?
