I assume you are asking about a land territory. The answer would be no. When you attack a land territory, you attack all country’s units that are in that land territory. So if Russia attacks an Italian territory that has German units in it, then Russia just declared war on Germany.
Sea zones are different. In a sea zone, you can attack one power’s units while other “neutral” power’s ships will simply sit there.

Phase 1-2 map is what you got. except i need to add additonal victory cities
Phase 3 map is with every map change. its the only version that will feature italy, plus changes in IPC values and additional territories.

you may also get them to join your side thru diplomatic dices

what was the base map you used?
+++ i still used the base map (original) but tracing was done with some minor considerations. The opening is large to show its easy to move into the balkans w/o looking too weird… (like a flood occured)

when a neutral is attacked by you it immediatly becomes a full bar ally of the nearest enemy player. They have full use of it: economics, military

and add the canal “double line” and position it so its clear you need control of Turkey to go into Black Sea… -

actually turkey should be the same treatment as suez … hence it should get the canal lines…

it should be the “double red lines” canal symbol
since thats how our rules have it for Black Seajust instead of in the middle of two territories (like Anglo-Egypt and Trans-Jordon) it’ll be fully inside Turkey (like Panama)
