The Map Modification Question

I think you’re asking a lot of the right questions: how to add more variety, how to make the game more truly global in scope, how to create advantages for the Allies without overcorrecting. I’m not sure how well you’ve thought through some of the specific changes that you’re recommending.

Moving the British ships from Gibraltar to east Africa does nice things for a British naval presence in the Indian Ocean, but it makes it way too easy for Germany to win the Battle of the Atlantic – Germany can now routinely take out all of Britain’s ships in the Atlantic on the first turn without taking too many risks. This means that Germany can totally evacuate France on turn 1 and probably also on turn 2, which gives Germany a big advantage against Russia.

The Sea Lion threat is probably exaggerated – sure, if you spend 100% of your economy on ships and planes for India, then London could be in trouble, but it’s pretty easy to build, say, 4 infantry in London and still have enough cash left over to place a variety of units in India. Britain starts with 43 IPCs, and London’s not that hard to garrison.

Meanwhile, Japan’s ability to take India or use it as a base to threaten Russia is almost entirely gone. One of the key threats the Japanese have in OOB Anniversary 1941 is building a factory in Indochina on turn 1, capturing Burma turn 1, and then threatening to build a factory in Burma on turn 2. If Japan pulls this off, then it doesn’t matter if Britain has a factory in India, because Japan is still outproducing Britain 4:3, and Japan will wind up with all 3 factories, which can then churn out infantry and tanks to head for Stalingrad. On the other hand, the only way Britain can prevent Japan from pulling this off is by sacrificing its entire starting force of troops from India and Persia, which is expensive and leaves Egypt vulnerable to the Italians.

In your version, Burma is only worth 1 IPC, so there’s very little point in having Japan build a factory there. Japan can’t take Bengal until at least turn 2, and the UK starts with a factory in India, so even if Japan gets a factory in Indochina right away and an eventual factory in Bengal, that’s very unlikely to be enough to deal with the forces Britain will have been accumulating in India proper. The Indian factory is almost 100% safe against anything short of a massive naval invasion – but that naval invasion is much harder to pull off assuming even a modest USA presence in the Pacific, because Britain now has two extra warships in the Indian Ocean, plus a starting factory there.

I think the dance of attacks and counter-attacks you outline in West Africa is entertaining, but unrealistic in terms of strategy – if you’re playing to win, then nobody cares enough about French West Africa to bother sending a transport there. Allied transports are much better off going to Morocco or Gibraltar, and Axis transports are much better off going to Gibraltar or Egypt.

Finally, I don’t think an Indian factory is likely to have any effect on the war on China – it’s 3 moves away from the nearest Chinese territory, and likely 4 or even 5 moves away from the Chinese front lines by the time forces actually arrive.

What all of these admittedly nitpicky corrections add up to is a sense that your changes won’t actually deliver that much variety. You get a different scenario with your changes, but it will always be the same different scenario: Germany wipes out the British Atlantic fleet and then charges hard for Moscow while Britain easily holds London and India and stalemates Japan. The USA can choose to either knock out a weakened Tokyo (and try to get to Tokyo before Germany gets to Moscow) or rush toward Paris and Rome (to try to set up a stable beachhead on the Western Front before Germany gets to Moscow). Other than the USA’s single choice of whether to go to the Atlantic or the Pacific, nobody has any interesting grand strategy decisions to make. Italy has to fight for Egypt, Germany has to fight for Moscow, Russia has to fight for Moscow, Japan has to fight just to hold onto a decent income, and Britain has to defend London, Egypt, and India. The details will vary from game to game based on tactics and dice, but I predict you’ll see a lot of the same general campaigns over and over again.

“House Rules” changes or additions to Axis & Allies: 1914

To better balance play between the Allies and the Central Powers,  to improve historical accuracy, and to add a new Irish rebellion option. This is how I will play A&A 1914 henceforth, chez moi.

Germany Set Up
Add a German Cruiser and Transport to Sea Zone 24 and a German Cruiser in Sea Zone 26.

The Germans had a respectable navy operating in the South Atlantic and in the Pacific in 1914 and there were running sea battles between German and British flotillas during this time in these regions.  The game should reflect this, and it also adds a necessary element of tension in what is otherwise a complete sideshow (Africa) where the UK and France are not challenged at all.

Movement: ENTRAIN
Once a turn, before resolving combat, a player may move any number of pieces from one single space directly along a path of contiguous spaces to his capital, as long as the capital is uncontested and the route is not blocked by hostile or contested territory.  Any sea spaces involved also must be free of all enemy naval units and also contain at least one friendly Transport ship.  This movement must end in the capital; units may not stop elsewhere en route.

This reflects nations’ abilities to transfer troops rapidly along a rail system from front to front, as happened regularly during the war, particularly for the Germans for their big 1918 offensive after their Eastern Front stabilized; the current game, with its slow movement rates, makes this impossible.

Submarine Sneak Attack
Submarines always have a “first shot” ability when attacking or defending and then the option to submerge after any round of combat.  Submarines as defenders only hit on a roll of 1.  Hits by submarines are inflicted before returning fire.  Submarine versus submarine combat is considered simultaneous, as per normal combat.

Similar concept to “regular” A&A (WWII).  I don’t know why the 1914 game doesn’t allow for “sneak attacks.”  It was even harder to detect or avoid enemy subs in WWI than WWII.  And Germany badly needs this equalizer.

Swiss Mobilization
If  Switzerland’s neutrality is violated, it mobilizes 6 units (1 artillery and 5 infantry) hostile to the invaders.  Switzerland’s IPC value remains at 1.

Switzerland preserved its neutrality through two world wars by deterring attackers who would have faced a nation fully in arms and prepared to resist from many mountain strongholds and fortresses.  The Swiss should be much harder to subdue than this game provides and a special rule is in order, especially given the game board’s layout that makes Switzerland an overly tempting target out of proportion to to geography.

Russian Revolution
The Russian revolution rule is always in effect, not merely an optional rule. If the Revolution occurs, Russian IPCs are returned to the bank, not awarded to a player, but the Central Powers DO get credit for “capturing” a capital (Moscow).

The Revolution knocks Russia out of the war and it’s silly to punish the Central Powers by denying them credit for this.

Revolt in Ireland
No non-British Allied land or air units are permitted in Ireland. The German player may invest a total of 3 IPCs during each Purchase Units phase in hopes of fomenting an Irish rebellion – similar to the technology tables in early edition A&A, 3 IPCs spent buys ONE immediate die roll THAT TURN only (i.e., the spent IPCs are not retained or carried over to succeeding turns).  Having any German ship adjacent to Ireland at this time provides a +1 to the die roll for this check. If a modified roll of 6 is rolled on a die, Irish nationalist republicans revolt.  Irish rebellion is also automatically triggered by any German land unit present in Ireland at the end of a German turn.+

If Ireland rebels, immediately place two infantry figures in Ireland under the control of the German player; these represent Irish rebel forces hostile to Great Britain.  If Great Britain loses control of Ireland or Ireland is contested, at the start of each British player Purchase Units phase the British player forfeits as many IPCs as there are enemy units in Ireland directly to the German player, up to a maximum of 8.  If Great Britain loses control of Ireland and Ireland is not contested Ireland becomes controlled by Germany and Germany receives its IPC value. At the start of each German turn that Ireland is controlled by Germany or contested, another Irish rebel infantry figure is placed in Ireland, up to a maximum of four rebel infantry units. Only infantry units are raised as Irish rebel units but there is no limit to other nation’s units that can be moved to Ireland.  Irish rebel units may not leave Ireland. Ireland will only revolt once in a game.

This rule simulates the complicated political situation existing in Ireland during WWI and the historical “Easter Uprising” of 1916. Because German submarines were often used to smuggle weapons and personnel to Ireland during this time, and German invasion prospects encouraged the Fenians,  the presence of German naval units increases the chances of rebellion.  The USA and France traditionally sympathized with Irish republicanism and their governments were not likely to agree to their militaries forsaking the war against Germany to suppress Irish nationalism.

In a game without bids, the med is still interesting in 50% of my games, and nearly all games I have ever played involve Taranto. Granted, 50% is not 100%, but still, it happens pretty often. In a game without bids, the Med can be, and often is, simply more fun and more interesting. I’m not saying no Allied help, mind you, just not a bidding system (I have been recently playing with +10 IPCs/turn -> USA).

In a game with bids, those bids often put a UK sub there to make Taranto nigh un-losable, and even an extra Inf in Alexandria/Egypt on top of that, and yeah, I can see how that pretty much ends the intrigue.

Note that both the map and the saved game are missing the neutral units (including French & Dutch), because the WW2v5 map in TripleA doesn’t allow for neutral units, but this should still save you a lot of setup time if you’re interested in playtesting the 1939 scenario.

Our group has decided to modify the NOs in order to help Italy get something going after Taranto… We are removing the 5 IPC bonus for control of all North Africa, and replacing it with…

5 IPCs if Italy has at least 1 land unit in Africa.

Well these maps are OOB. IN a few cases, i added IPC for neutrals. Other than that, the only change from OOB was added Azores so with long range bombers Germany could reach the east coast.

as we are learning now, 1940 is an easier year to set up, because the Axis and Allies are a little more clearley defined

Try using ANZAC pieces to represent France on the AA 50th board

France gets ….

France, Morocco Algeria, French West Africa, French Central Africa, Madagascar, and French Indochina.
A french infantry in Trans-Jordan to represent Syria, and a french canadian infantry too.

If paris falls on the first turn then at the end of the victorious nations turn (Germany or Italy) do the following. Roll a die, any French units AND/or territories (that do not contain other allied units) convert to axis units if they are the able to be reached from france by any route in the number of game spaces shown on the die. If other allied land units are present (UK) then those french units remain free french. French naval vessels are scuttled IF they convert and vessels of any other nation are present (including the allies)

On a roll of a 1 Germany gets the French Mediteranin fleet (Destroyer and Transport) and the french atlantic fleet (if the uk player took its units there as casualties and only french vessles remained after combat)
On a roll of a 2 they also get Morocco Algeria
On a roll of a 3 they cant claim any more units because there are no elegible units 3 game spaces away from france
On a roll of a 4 french west africa converts to the axis, syrian french do not convert because there are UK units there.
On a roll of a 5 french equatorial africa also converts
On a roll of a 6 Madagascar also converts.

I agree, Adding more rules doesn’t make the game more ballenced or acurate usualy it just makes it longer, but sometimes I am in the mood or a realy long game :wink:
