Maybe I should have asked but assumed Max D in SZ100.
I assumed that that because S. France was a friendly neutral, the naval base did NOT give Italian ships a bonus movement. Otherwise, I would have kept the UK fleet in SZ 83. “Operative friendly naval base” means to me, in the case of Italy, Germany and Japan, not a friendly NEUTRAL such as S. France. I have not been able to find any clarification on this issue.
