@Timothy-Gengarella the lightning war ability only provides an extra combat and non combat phase; Germany doesn’t get a whole second turn.
Alliance of Convenience

Playing our first game of 1936 and currently on Turn 3. CCP and Japanese have formed a de facto alliance of convenience to bring an early end to the KMT.
Of course, these two players are not within an alliance as per the game structure, but they have agreed not to attack each other for the time being. A question has come up, however: can the CCP give Japanese forces permission to combat move or non-combat move through its territories in order to attack KMT holdings on Japan’s current or future turn? And, if so, would this also allow Japanese use of railroads through CCP territory?

No, as the CCP and Japan are at War as soon as Japan attacked one Chinese faction (Warlord, KMT or CCP) (Rule 4.9).
You can only give access to your territory to an ally (Rule 0.5).

As @Noneshallpass said, you can’t do this. Technically the CCP and Japan are now at war. Once Japan attacks any Chinese faction (KMT, CCP, or Warlord), all go to war against Japan.
But as you said, you can certainly have a de facto alliance. You can just chose to agree to not attack each other, but that is all you could really do, and even that is on the honor system! A backstabbing here could certainly be in the offing haha.
Very interesting development in your game! I’m sure that means no Soviet-Japanese border clashes are happening, and/or the Japanese-Russian Non-Aggression Pact has been signed!
