No, but you can only scramble 3 air at most from a given sea zone.
I thought that you meant the 3 figs with “all”.

I cant believe I’m upset about my not so lucky rolls. I’ve been lucky for so long, I kind of became accustomed to it and I guess I just kind of expected it to continue.

Yes, it was changed a while ago, since it got a bit sick with say 17 carriers and a pretty easy heavy support. They had to be nerfed some.
