Why can’t my 7 British tanks move into the Ukraine. I don’t understand.

Someone must understand my problem. The guy I’m playing seems to understand it. He left his bombers within range of my tanks but I can’t reach Ukraine or West Russia. According to my understanding of the rules, I should be able to move two “spaces.” Why will the game not let me do that?

Ah, I think I figured it out. A complex is considered an enemy unit so you can’t blitz through it.
