@pejon_88 moved one fig less from Tokyo to SZ Philly to be able to keep one extra in Tokyo, then moved one more from FIC to SZ Philly instead. Hope that makes sense.
Also, I am unsure about the Mongolian rule and whether they should join USSR. Now they didn’t. Is that because USSR had intruded in China bordering the Mongolian territories?
@pejon_88 So I checked in Local Mode. The rule seems to not apply anymore since you attacked Japanese controlled Kansu in round 4. Everything seems right.
