They changed the rules. Ignore what is on the chart. As long as you have your original capital, you can do diplomacy. It still favors the Axis as they have more money to work with early game but it’s not like you’re screwed as the Allies or Comintern.

I’m sure this is answered somewhere, but here are the questions:
- Rule 2.6 Peacetime Production: A nation that is not at war with a Major Power only receives half (fractions rounded up) of total oil due to it that turn.
Germany in (Peacetime) gets 3 from Romania, 1 from Venezuela, 1 from Berlin well. That’s a total of 5 divided by half is 3, round up. The chart at the back page says 4.
Germany in ‘38 (peacetime) would get 8, 5 from above and with 3 Major Factories coming online in July ‘38 for synthetic oil, that is another 3. So that would be a total of 8 divided by half is 4 not 6. What am I missing? Chart says 6.
Germany (wartime) it seems would get 8 and not 6?
