The why was my parenthetical before: “(US is going to war next turn anyway, might as well get the money)”. London falling automatically brings the US into the war, so there is no downside to UK/ANZAC declaring war on Japan and they get to collect their national objective bonus money. And if, for whatever reason, London doesn’t fall you’ve already won the game anyway.
Alas just basically means “oh well”. An expression of forlornness.
