    Scramble.
    But there is an issue with your CM - Page 13 of Pac rule book - you can not load transports in a hostile SZ. You may move them, then load, and move back to the same SZ, move to another, or not move, and unload, but they can not load in a hostile SZ. If they stay, they are considered part of the battle and can not move in NCM.
